Louise Monger

Louise Monger, from Bhutan, is an accomplished HR leader and researcher with more than a decade of experience in strategic leadership, talent development, and civil service transformation. She is pursuing a PhD in Strategic Leadership for Sustainable Social Change at University College Dublin (2024–2027), Ireland. Her doctoral research focuses on a comparative analysis of Bhutan and Southeast Asia’s leadership practices, sustainable budget policies, and the impact of leadership development programs on driving social transformation.

Prior to embarking on a PhD, Louise served as Chief Human Resource Officer at the Royal Civil Service Commission (RCSC), Bhutan where she led national leadership competency frameworks, reformed performance management systems, and shaped policies on recruitment, succession planning, and talent management. Her earlier roles included spearheading Bhutan’s Nurturing Leadership Program, overseeing more than 120 executive projects, and developing digital learning platforms to strengthen public service capacity. Currently, Louise is also serving as the Chief Human Resource Officer of Gelephu Mindfulness City, Bhutan.

Louise’s achievements have been recognized globally. She was named one of Apolitical’s Top 35 Government Talent Trailblazers (2024) and is an alumna of the International Visitor Leadership Program (USA, 2018) and the Australian Leadership Awards (2012). She has contributed to national publications and international policy dialogues and continues to share her expertise through academic writing, professional networks, and leadership development initiatives.
